Background of the Study

Customs duties are one of the oldest forms of taxation and continue to be a vital source of revenue for many governments, including Nigeria. In Nigeria, the Nigeria Customs Service (NCS) is responsible for collecting duties on imported goods, regulating trade, and ensuring compliance with trade regulations. Customs duties help raise substantial revenue that supports government expenditures, including infrastructure, security, and public services (Nwankwo & Salisu, 2023).

Given Nigeria’s dependence on imports for a significant portion of its consumer goods, customs duties have a crucial role in balancing trade and generating income. However, there are challenges related to the efficiency of duty collection, enforcement, and the impact of smuggling, which can undermine revenue generation efforts (Okojie & Akpan, 2024).

This study aims to examine the role of customs duties in Nigeria’s revenue generation process, focusing on the Nigeria Customs Service and the effectiveness of its policies and operations in maximizing duty collection.

Statement of the Problem

The Nigeria Customs Service plays a critical role in ensuring that the country collects sufficient revenue through customs duties. However, issues such as smuggling, inadequate infrastructure, and corruption have hindered the efficiency of the customs system (Okafor & Ikenna, 2023). These problems have led to significant revenue leakage and missed opportunities for enhancing government revenue.

This study will address these challenges by evaluating the role of customs duties in revenue generation, identifying inefficiencies, and recommending measures to improve the effectiveness of customs operations in Nigeria.

Objectives of the Study

  1. To assess the role of customs duties in revenue generation for the Nigerian government.
  2. To evaluate the effectiveness of the Nigeria Customs Service in enforcing customs duties.
  3. To provide recommendations for improving customs duties collection and enforcement.

Research Questions

  1. What role do customs duties play in revenue generation in Nigeria?
  2. How effective is the Nigeria Customs Service in collecting customs duties and preventing revenue leakage?
  3. What improvements can be made to enhance customs duty collection and enforcement in Nigeria?

Research Hypotheses

  1. H₀: Customs duties do not significantly contribute to revenue generation in Nigeria.
  2. H₀: The Nigeria Customs Service is not significantly effective in collecting customs duties and preventing revenue leakage.
  3. H₀: Improving customs duties collection and enforcement will not significantly enhance revenue generation in Nigeria.

Scope and Limitations of the Study

The study will focus on the Nigeria Customs Service and its role in customs duty collection from 2015 to 2025. Limitations include access to detailed operational data and the challenge of separating customs duties' impact from other revenue sources.

  • Customs Duties: Taxes imposed on imported and exported goods, typically aimed at generating government revenue.
  • Nigeria Customs Service (NCS): The federal agency responsible for the collection of customs duties, regulation of trade, and enforcement of import and export laws in Nigeria.
